PAJMA

I served as Architecte Chef de Mission and co-mandataire representing TRANO Architecture on the Projet d’Appui à la Justice à Madagascar (PAJMA), a multi-site infrastructure program financed by the AFD for the Ministry of Justice. The project objective was to provide architectural and technical studies, together with construction supervision, for justice and correctional facilities across Antananarivo, Manjakandriana, and Antetezambaro-Toamasina.

My role combined architectural leadership with project management coordination. I was responsible for structuring the mission across study and execution phases, aligning deliverables with the client’s requirements, and maintaining control over technical quality, scope, and implementation priorities. This included supervising architectural studies, validating functional and architectural solutions, and supporting the transition from design documentation into field execution.

During the delivery phase, I coordinated the follow-up of works on three sites: the construction of a building with three hearing rooms and offices at the Tribunal de Première Instance d’Antananarivo, the rehabilitation and extension of the Maison Centrale de Manjakandriana, and the installation of solar electrification, water supply, and sanitation systems at the ENAP in Antetezambaro-Toamasina. I also supported stakeholder coordination and technical decision-making to keep progress aligned with contractual and operational requirements.

The outcome of the project was the successful completion of the studies and works supervision across all three sites, with the client recognizing the quality of the work and recommending my contribution without reservation. This assignment demonstrated my ability to manage a complex, multi-site program while balancing architectural quality, technical rigor, stakeholder coordination, and delivery control.

Project Context and Scope

This engagement formed part of a large public-sector justice infrastructure initiative requiring coordination across multiple sites, stakeholders, and technical disciplines. The assignment combined architectural design, technical validation, procurement support, and execution oversight within a regulated AFD framework, making planning discipline, communication, and implementation control essential. The terms of reference also defined a structured consultant mission with an estimated 36 expert-months of key personnel effort, reinforcing the need for disciplined scheduling and resource coordination.

Leadership and Coordination

In this role, I acted as the central point of coordination between the client, technical teams, and project stakeholders, ensuring that design decisions remained consistent with operational needs, site constraints, and implementation priorities. This involved maintaining momentum across the study and supervision phases, supporting structured decision-making, and resolving technical issues as they emerged during design and execution. The mission required continuous alignment between program requirements, technical documentation, and site-level realities.

Professional Contribution

This assignment strengthened my experience in managing complex infrastructure projects with institutional clients and multidisciplinary teams. It also demonstrated my ability to balance architectural quality with practical delivery constraints while maintaining a strong focus on compliance, coordination, and stakeholder satisfaction.
